What role you will play in our team

 

The Project Procurement Advisor is a key, integrated member of a major capital project team, responsible for carrying out planning and execution of all activities related to purchasing, expediting, logistics, field materials management, EPC subcontracting and construction. Depending on project strategy, the PPA may oversee the activities of an EPC Procurement and/or in-house Procurement organization. PPA involvement on a project spans from early Stage 2 through Stage 4 facility handover to Operations, and may include support of both large, complex projects and smaller regional projects.

What you will do

 

Onboarding in the early stages of a project, the PPA will support the development and implementation of project procurement strategies and plans related to equipment and material purchasing (including long lead items), transportation and logistics, onsite materials management and subcontracting activities.  Additionally, the PPA-Development facilitates execution of early non-WBS service contracts (ex: early study contracts).  PPA-Development activities typically span through when the Project nears execution phase.  At that time, the PPA role shifts to an execution / EPC oversight.

 

  • Participate in the early stage Execution Strategy Framework Process, entailing development and endorsement of the overarching Project Execution Strategy, Contracting Strategy, WBS and high level Materials Management Strategy
  • Drive development and endorsement of key strategies related to project procurement such as project procurement plans, strategies, development and execution of long lead equipment contracts and purchase orders, materials management plans, project logistics impact assessments, subcontracting plans, field material management strategies, etc
  • Finalize Long Lead Equipment (LLE) list and procurement schedule, incorporating considerations such as lead time, construction sequence or early vendor data needs
  • Drive alignment discussions with project, operations to define spare parts procurement strategy and roles and responsibilities
  • Support evaluation of procurement and subcontracting content within EPC contractor proposals, including assessment of EPC Procurement capabilities and resource / organizational plan
  • Develop initial and updated Project Supplier List (PSL), including consideration of global suppliers and other opportunities to increase efficiency and decrease total installed cost
  • Provide oversight to procurement (FEED/EPC Contractor or in-house procurement organization) and subcontracting activities through all phases of the project development and execution, including review of FEED Contractor/EPC documents and plans, evaluating award recommendations, monitoring progress, escalating and driving resolution of issues and non performance, driving close out activities
  • Act as a single point of contact for all procurement activities on the project, which includes liasing with the broader ExxonMobil global procurement organization (project contracting, category management, global sourcing, supply chain and logistics, operations), leveraging and managing EPC and supplier relationships and driving implementation of ExxonMobil’s global procurement strategies in projects, etc
  • Act as a commercial expert leveraging market intelligence and project sourcing best practices to project team and EPC, to drive value, cost and schedule improvements in projects through procurement activities
  • Support other disciplines (Engineering, Controllers, Project Quality, etc.) to achieve early stage objectives and deliverables, including review and input to plans and strategy documents
  • To effectively deliver the above, the PPA may occasionally work co-located with project teams at the EPC contractor’s offices, or may be required to travel to project sites, field offices, vendor manufacturing sites, etc

About you

 

Skills and Qualifications

  • BS in Engineering, Supply Chain, or other applicable business degrees and/or prior experience (10+ years) within procurement and/or projects
  • A minimum of 5 -10 years of major capital project experience with EPC contractor or large operator
  • A minimum of 5 years of O&G supply chain / procurement / sales experience
  • Strong collaboration, analytical and communication skills
  • Contracting and Contract Negotiation experience
  • Bid development and evaluation experience
  • Supplier Relationship Management experience
  • Procurement strategy development experience
  • Ability to integrate with project teams
  • Influencing without authority
  • Ability to work in a fast paced environment
  • Strong business application skills (e.g., Microsoft Excel, Microsoft PowerPoint)
  • Adaptable to constant schedule changes and assumptions, new engineering needs, evolving conditions, and supply chain requirements

 

Preferred Qualifications/ Experience

  • General procurement / commercial functional expertise
  • Equipment and Material category / commodity expertise
  • Preparing and reviewing Procurement Plans, Material Management and Subcontracting Plans
  • Ensure proper execution of  RFQ's, sealed bids and related duties (includes analysis/evaluations)
  • Knowledge of end-to-end purchase-to-pay process (ERP systems)
  • Extensive interaction with internal business teams (e.g. Engineering, Quality, Construction) to clarify requirements, agree on procurement tactic, and  address queries and issues
  • Extensive interaction with external suppliers to negotiate and award contracts and address queries and issues
  • Effective negotiation, advocacy and influencing skills
  • International, cross-cultural experience
  • Leadership skills: set standards, create clarity, promote innovation, inspire and motivate, and compete to win
