What role you will play in our team

 

  • Reporting to the Area Project Procurement Manager, the Area PPA is the key point of contact for the brownfield site projects organization in their respective area (e.g. all projects at Baton Rouge brownfield site; all projects in Guyana’s brownfield sites; etc) and serves as the Procurement focal point for all activities relating to contracting/subcontracting, equipment and materials purchasing, expediting, logistics, site materials management activities, and construction
  • Depending on project strategy, the Area PPA may oversee the activities of an EPC Procurement and/or in-house Procurement organization
  • The Area PPA typically supports multiple smaller value site projects and influences commercial strategies to drive value and capital efficiency while ensuring operational integrity. Given that the Area PPA will typically oversee multiple projects, the Area PPA will also focus on site-specific service contracts and materials agreements to drive efficiencies and cost savings in procurement activities across their portfolio

What you will do

 

The Area PPA supports early phase activities such as development and implementation of internal project materials management and contracting / subcontracting strategies.  As the Project nears execution phase, the Area PPA will shift to oversight of purchasing / subcontracting execution by the EPC contractor and/or in-house procurement group, ensuring effective progression of the endorsed project purchasing and materials management strategies. Thus, focus areas and activities of the Area PPA will shift depending on the current stage of the Project:

 

  • Participate in the early project strategy, risk assessment and planning workshops with Project team to define and select strategies such as Project Execution, Contracting Strategy and Materials Management Strategies
  • Compile project equipment list and major subcontract list, with associated commercial strategies, aligned bidder(s) lists, target schedules for bid and award, and key evaluation criteria
  • Lead efforts to obtain and communicate global market intel and project sourcing best practices to project team; engage with EM Global Procurement (Equipment & Materials, Global Sourcing, etc. to support)
  • Finalize Long Lead Equipment (LLE) list and procurement schedule, incorporating considerations such as lead time, construction sequence or early vendor data needs. Lead execution of LLE purchase commitments
  • Finalize project equipment list and major subcontract list, including associated commercial strategies, aligned bidder(s) lists, schedules for bid and award, and key evaluation criteria 
  • Ensure Project team is ready for execution of full equipment list upon Project Full Funding
  • Oversee execution of procurement activities for full slate of equipment list, from package preparation to bidding, evaluation, award, expediting, logistics execution and delivery to site
  • Leverage relationships with supplier community and Category Management to escalate and mitigate order execution issues in a timely and effective manner
  • Ensure effective closeout of Procurement activities and capture lessons learned for communication to Projects and Procurement
     

To effectively deliver the above, the PPA may occasionally work co-located with project teams at the EPC contractor’s offices, or may be required to travel to project sites, field offices, vendor manufacturing sites, etc. Global Projects Procurement and Global Projects collaborate with teams around the world to deliver projects.

 

About you

 

Skills and Qualifications

 

  • BS in Engineering, Supply Chain, or other applicable business degrees
  • Strong collaboration, analytical and communication skills
  • A minimum of 5 years of major capital project experience with EPC contractor or large operator
  • A minimum of 5 years of O&G supply chain / procurement / sales experience
  • Strong business application skills (e.g., Microsoft Excel, Microsoft PowerPoint)
  • Adaptable to constant schedule changes and assumptions, new engineering needs, evolving conditions, and supply chain requirements
     

Preferred Qualifications/ Experience

 

  • Experience supporting upstream and downstream projects and/or activities
  • General procurement / commercial functional expertise
  • Equipment and Material category / commodity expertise
  • Preparing and reviewing Procurement Plans, Material Management and Subcontracting Plans
  • Ensure proper execution of  RFQ's, sealed bids and related duties (includes analysis/evaluations)
  • Knowledge of end-to-end purchase-to-pay process (ERP systems)
  • Extensive interaction with internal business teams (e.g. Engineering, Quality, Construction) to clarify requirements, agree on procurement tactic,  email and address queries and issues
  • Extensive interaction with external suppliers to negotiate and award contracts and address queries and issues
  • International, cross-cultural experience
  • Effective negotiation, advocacy and influencing skills
  • Leadership skills: set standards, create clarity, promote innovation, inspire and motivate, and compete to win
