LEAD INSPECTOR - Huizhou

MAIN FUNCTIONS:

Provide expertise in disciplines such as Materials Selection, Welding, Coatings, Non-Destructive Testing, External Corrosion (Atmospheric Corrosion, Corrosion Under-Insulation) and Internal Corrosion of Process Units such as Pyrolysis Furnaces, Olefins, Polymers and Utilities Unit.
•    Develop detailed Inspection Programs that is aligned with Maintenance (AMP) and Turnaround Schedule. This should be aligned with Equipment Strategies that is being developed to determine worklist for maintenance and turnaround.
•    Perform oversight on quality inspection activities and/or coordinate activities of inspectors within discipline in accordance with the Inspection Programs. 
•    Support Maintenance and Capital Projects through review and evaluation Contractor’s and Suppliers’ documents for accuracy and adequacy in key areas of Material Selection, Welding, Coatings, Non-Destructive Testing. 
•    Mentor and Train Inspection Engineers and Inspectors through detailed yearly work plan for each
•    Single point of contact (SPOC) with Guangdong Special Equipment Bureau (广东特检院) for inspection and maintenance related to Special Equipment including application of special equipment certificates.

Job Role Responsibilities:

Provide leadership / expertise in quality inspection activities and make judgments and decisions for technical and physical adequacy of associated equipment and systems
•    Develop, write and validate procedures for inspection and for testing / examining components
•    Generate, review, and revise operational procedures for inspection and test equipment
•    Interface with Projects & Maintenance to provide inspection and testing expertise in development and review of drawings and specifications
•    Support project with specification, method, inspection activity, and/or examination technique recommendations; travel to construction and/or fabrication site when requested to review and offer technical advice for compliance with specified requirements
•    Coordinate activities of inspectors within discipline, in conjunction with Contractor’s QA/QC team
•    Perform inspections and verifications activities in accordance with requirements of the ITP
•    Provide early warning of potential quality problems and the expertise to avoid / resolve them

Required Skills and Knowledge:

•    High school graduate or equivalent; college degree in a related field is preferred
•    15 years minimum plant or construction experience related to Oil and Gas Industry. 
•    10 years minimum recent experience in selected inspection discipline
•    Demonstrate a high level of expertise in selected discipline
•    Technical qualification or certification in discipline as specified at time of staffing request
•    Must be proficient in common PC software (MS Word, MS Excel, etc)
•    Read, write and speak fluent English with strong management, leadership and communication skills
•    Experience and familiar with Special Equipment management workflow and related Chinese regulatory requirement.
