Project Controls Engineer - Experienced

Job Role Summary

The Project Controls Engineer (PCE) specializes in project controls development and implementation, including the application of systems and methods for estimate development, cost control, planning and reporting progress measurement, contractor productivity and forecasting.  The PCE coordinates and stewards the tools and processes related to Project Controls and provides support for their implementation on projects.  The PCE analyzes cost and related data from all sources and assesses it against the Current Control Estimate, providing timely detection of trends and plan deviations, with the capability to develop/review corrective actions and recovery plans.

Job Role Responsibilities

• Provides overall project cost, schedule, estimating, progress measurement, and change management expertise
– Advising updates to Company project controls protocols / procedures
– May develop individual Project Controls Plans, stewarding their implementation
• Supports Project Team with ongoing project cost/schedule analysis, reporting, forecasting, budgeting and Change Management
– Coordinate the collecting, analyzing, and reporting of project cost and schedule control information to ensure overall project status is assessed and potential challenges are identified early
– Develop and document Control Estimates, and Budgets (annual and multi-year), and ensuring that these products reflect the approved project design/execution scope
– Analyze cost/schedule trends, develop and review forecasts
– Prepare monthly cost reports (budgets, forecasts, expenditures, commitments)
– Maintain ongoing cost/schedule vulnerability/opportunities database
– Develop monthly estimates of Work-In-Place (WIP) for Company and 3rd-party costs
– Administers the project change control process for the Project and PMT
– Monitor and report cost implications of changes
– Support preparation of Advance Commitment or Full Funding estimates and budgets
– Assist Project Team in developing/reviewing/implementing cost corrective actions & recovery plans

Job Requirements

• Bachelors of Science Degree in Engineering and/or Construction Management
• A minimum of 5 years of experience in project controls for Oil & Gas industry projects
• Willing to travel to project sites (overseas or domestic) and work in a team environment
• Strong influencing, consulting, mentoring, analytical, and computing skills

• Adaptability to changing priorities
• Strong interpersonal and communication skills
• Strong Excel and Powerpoint skills
• Competent in use of Primavera P6
