Instrumentation and Controls Engineer

Job Responsibilities

  • Supports operations and maintenance activities through the development and execution of centralized engineering services for existing upstream and downstream business units/ manufacturing facilities globally.
  • Provide troubleshooting and reliability improvements for upstream and downstream business units/ manufacturing facilities to maintain safety, availability, and reliability of instrumentation systems while optimizing cost.
  • Develop and execute instrument surveillance programs:
  • Collect data using Computer Maintenance Management System (CMMS) or other available data sources.
  • Analyze maintenance records to determine instrument failure rates, availability / reliability calculations, bad actor / failure modes identification, and program effectiveness / cost analysis.
  • Integrate maintenance and process data into holistic understanding of instrument/process control performance.
  • Utilize risk based work selection techniques to identify and justify maintenance/improvement items for inclusion in annual and periodic maintenance plans and events.

Job Responsibilities

  • Develop and execute process control surveillance programs:
  • Collect and trend process data using company’s multiple process historian database and visualization software tools.
  • Perform process control philosophy and stability reviews coupled with execution of control logic updates and loop tuning.
  • Conduct criticality assessment and develop equipment strategies/maintenance plans for instrumentations and control systems taking into consideration Safety Integrity Level (SIL) assessment, industry standards, regulatory requirement and manufacturer recommendations.
  • Review, update and develop I&C technical documentation / drawings including Piping and Instrumentation Diagrams (P&IDs), cause and effect, and control narratives
  • Execute control system and Safety Instrumented System (SIS)/ Programmable Logic Controller (PLC) life cycle management programs which include system inventory, obsolescence plans, managing spare parts and upgrade/replacement planning.
  • Support control system and Safety Instrumented System (SIS)/ Programmable Logic Controller (PLC) maintenance and test planning as required, software upgrades, Emergency Shutdown (ESD) testing, offline and online testing, and coordination of activities with/without plant shutdowns.

Job Responsibilities

  • Support metering systems maintenance planning including for custody transfer, allocation, regulatory, and leak detection applications
  • Support planning and coordination of tasks related to control system and Safety Instrumented System (SIS)/ Programmable Logic Controller (PLC) cyber security.
  • Review systems for compliance with company’s Industrial Control System Requirements (ICSR) to minimize cybersecurity threats.
  • Participate with multi-disciplinary alarm management efforts including alarm rationalization, prioritization, development of state based alarm schemes, and design / modification of alarm systems
  • Review update and develop I&C technical documentation / drawings including Piping and Instrumentation Diagrams (P&IDs), cause and effect, and control narratives
  • Providing leadership and project Engineering Surveillance Specialist Support for instrumentation as part of production/manufacturing site investments (obsolescence upgrades, unit modifications, etc.).
  • Providing discipline leadership, coordination, guidance, and supervision for all phases of project work (planning, design, execution, and startup).

Job Responsibilities

  • Support projects (brownfield & greenfield) in specification, selection, and evaluation of Instrument and Controls (I&C) systems and equipment while applying good business judgment to manage risk and ensure cost effective solutions.
  • Serving as a resource to other disciplines in all phases of the capital project effort (e.g., provide consulting, safety system reviews, equipment strategy development, maintenance reviews, participation in Hazard Operability (HAZOP) reviews, model reviews, Factory Acceptance Testing, etc.).
  • Providing support to resolve instrumentation issues, including Cold Eyes Reviews of Instrumentation scope on projects, timely recommendations to resolve high priority issues, and to provide support for startup.
  • Support development of software upgrade procedures, Safety Instrument System online and offline testing procedures, and coordination of activities with/without plant shutdowns.
  • Willing and able to travel as required, both domestic and international.

Job Requirements

  • Bachelor of Science Degree from recognized university in Electrical, Mechanical, or Chemical Engineering
  • Minimum 5 years of broad work experience in oil & gas, refining, or petrochemical industry.
  • Demonstrated experience in selection, application, and data sheet specification of field hardware including pressure/temperature/ flow/ level instruments, control valves, shutdown valves, etc.
  • Proficient in the specification, selection, application, configuration/programming of Safety Instrument Systems.
  • Working knowledge of complex instrument systems, such as machinery control systems, vibration monitoring systems, custody transfer metering, fired heater burner management, etc.
  • Able to review, evaluate, and update cause and effect, Piping and Instrumentation Diagrams (P&IDs), logic and architecture diagrams and control narratives.
  • Proficient in data collection and analysis with common database and software data analysis tools such as SAP, Analytics for Excel and Tableau.
  • Strong verbal and written communication skills in English
