What role you will play in our team

 

The Environmental, Regulatory & Socioeconomic (ER&S) Advisor provides key support to enable project concept selection, design, and execution.  The Advisor is responsible for identifying key environmental, regulatory and socioeconomic issues, developing approval strategies, implementing best practices and standards, identifying all requirements and working with the project to ensure permitting and ongoing regulatory compliance are achieved. The Advisor works closely with many functions to achieve objectives and needs to have a sound technical background and the ability to communicate and influence effectively.

What you will do

 

  • As directed by the function’s Supervisor and project Supervisor / Manager (if applicable), provide overall leadership for environmental, regulatory, and socioeconomic (ER&S) management, including the development and maintaining of various project ER&S tools and processes.
  • Develop required EMCAPS ER&S deliverables for pre-Gate 2 projects, including the following activities: Support opportunity sponsor’s efforts during Concept Selection.
  • Coordinate the projects assorted ER&S related efforts (e.g., preparation of Environmental, Socioeconomic, Health Impact Assessment (ESHIA), Environmental
  • Socioeconomic Management Plan, Regulatory Compliance Plan, support the preparation of Spill Response and other Emergency Response Plans, preparation and implementation of waste management plans, planning and execution of public consultation programs, monitoring of ER&S performance and EMP implementation).
  • Provide cost and schedule estimates for the regulatory approvals process as well as for the development of the ESHIA and various ER&S plans, including their associated implementation / execution.
  • Coordinate required endorsements of ER&S EMCAPS deliverables with the SSH&E functional group.
  • Coordinate efforts to identify and acquire in a timely manner all regulatory approvals, authorizations, permits, and licenses required by the project.
  • Interface with project team to ensure requirements/standards are properly integrated into project concepts, designs, and implementation plans.
  • Coordinate with P&GA to obtain endorsement for government relations / communications plans for proposed project facilities

What you will do Cont..

 

  • Monitor progress of post-Gate 2 projects, anticipate potential ER&S issues, and action appropriately to ensure project success.  Where required, support SSH&E project assigned personnel to deliver on the following activities:
  • For project activities (e.g., construction, commissioning, start-up, transition or operations), fully comply with applicable federal, state, and local laws/regulations and the projects obligations/commitments appearing in the ESHIA, ER&S Management Plans, permits, loan agreements, and other agreements/contracts.
  • Proper investigation, recording, and reporting of identified SSH&E compliance incidents and potential non-compliance situations.  Ensure stewardship and reporting of SSH&E performance indicators to meet project and Corporate requirements.
  • Effective interface with Government agencies and external stakeholders (including Lenders) regarding the preparation of the projects ESHIA and ER&S Management Plans, regulatory compliance issues, and SSH&E performance / management plan implementation.
  • Field-site visits / inspections by ExxonMobil senior management, senior Government officials, Lender representatives, and representatives of other key stakeholders.
  • A Management of Change (MoC) process for SSH&E-related documents and deliverables that is consistent with the projects MoC process.
  • Established roles and responsibilities for project permitting and approval activities and ER&S management plan implementation.
  • Ensure functional deliverables such as tool-building, tool maintenance, and program deliverables are achieved per budget, schedule, and quality constraints (e.g., OIMS, RCAs, IPRs, EBP, Training, Issue Management Teams, ER&S Stewardship, Early Engagement).
  • Provide input to the SSH&E-related Coordination Procedures for EPC Contractor ITT packages and pre-FEED Coordination Procedures.
  • Coordinate with the SSH&E functional group as necessary to access available technical expertise / resources in support of project activities, identify / implement best practices, benefit from lessons learned, and obtain guidance related to the Environmental Business Planning process.
  • Any other activities as directed by Functional SSH&E Management and Project Management (as applicable).

About You

 

Skills and Qualifications :

 

  • Bachelor degree in Engineering from a recognized university scoring CGPA 6.0 and above in Engineering, Natural or Environmental Sciences, Natural Resource Management, Social Sciences (e.g., anthropology, sociology) or some other technical field related to ER&S management.
  • Strong analytical skills.
  • Demonstrated broad technical, ER&S, and health skills with a working knowledge of project management, construction, and operations.
  • Minimum 5 years of experience in Quality Management and coordination of quality surveillance / inspection activities for projects in the Oil and Gas Industry?
  • Broad-based work experience in oil & gas operations, with prior experience in one or more ER&S / SSH&E disciplines.
  • Proven management and leadership skills.
  • Excellent interpersonal and communication skills.
  • Strong  MS Word ,MS Excel and Presentation skills.
  • Ability to influence without authority - persuasive with strong business perspective.
  • Adaptable to changing priorities.
  • Ability to assess and act on project resource needs.
  • Experience in interacting with government officials.
  • Experience in interacting with a variety of external entities (e.g., NGOs, local communities, Lender institution representatives).
  • Willing to relocate Bengaluru.
