ExxonMobil began operations in Kazakhstan in 1993, becoming one of the first major Western oil companies to invest in the newly independent Republic. ExxonMobil in Kazakhstan is active in the development, production and transportation of oil and natural gas. ExxonMobil has a 25% interest in the Tengizchevroil (TCO) joint venture, which operates the giant Tengiz field; a 16.81% interest in the North Caspian Sea Production Sharing Agreement (NCSPSA) that includes the giant Kashagan field; and a 7.5% interest in the Caspian Pipeline Consortium (CPC). ExxonMobil employs 33 people in Kazakhstan, with 85% of them being nationals. The company's offices are in Atyrau and Astana.

What will you do

 

  • Provide meaningful insights and thoughtful analysis of ROK policies, strategies, and priorities
  • In coordination with PGA Manager, support senior corporate management in-country and external visits and meetings with RoK government officials
  • Maintain existing and expand network of key central and local government officials and stakeholders
  • Assess/analyze/respond to incoming requests (Government/KMG/MoE/, ministries); draft RoK letters (meeting requests, congratulatory, etc.)
  • Advocate company positions to key government, industry, media and community stakeholders, as needed
  • Undertake special GR projects and assignments as requested by the management (e.g. Energy Outlook, technical workshops, and/or involvement of ExxonMobil subject matter experts)
  • Contribute to P&GA bi-weekly report with latest RoK developments
  • Develop/maintain/update GR materials, including RoK Government Overview, biographies of officials, country fact sheet (external & internal), Stakeholder Map, and competitors analysis, maintain meetings tracker, repository of analytical reports, etc.
  • Provide updates for the corporation’s quarterly earnings call talking points
  • Handle media subscriptions (RAG/PRISM/Interfax) and maintain repository of external reports
  • Develop external and internal communications (drafting speeches and talking points for executive leadership participating in various sessions and panels), including advertisement (select appropriate media publications for ad placements, articles, and interviews)
  • Provide ad hoc support to the PGA manager as requested

About You: Skills and qualifications

 

  • Fluent Kazakh and Russian language skills, fluent English is desirable
  • Significant experience in government/government relations
  • Strong analytical skills
  • Strong interpersonal and communication skills (written and verbal)
  • Familiarity with energy industry
  • Full familiarity and compliance with corporate GR, FCPA, anti-trust and contracting guidelines.
  • Qualification requirements:
  • University/college degree, preferably in foreign relations, political science, public affairs or related field.
  • At least 5 years experience in government relations, foreign service, government, public policy institutes or related fields is desirable.
