Environmental, Regulatory & Socioeconomic (ER&S) Advisor

Job Summary
  • Initiate and lead functional ER&S initiatives to deliver support to the Mid-Continent Asset operations teams
  • Provide creative and innovative approaches to streamlining processes, tools, and work flows within the Mid- Continent Asset.  Leverage technologies to drive improvements to ER&S planning and execution.
  • Conduct Internal Environmental Assessments and recommend appropriate avoidance / mitigation measures for environmental, socioeconomic, regulatory, and/or health issues / risks and oversee their implementation
  • Coordinate and implement regulatory and environmental compliance processes
  • Identify and obtain project permits / licenses / approvals in a timely manner; track / steward the project approvals process and the project's compliance status
  • Ensure projects are executed in accordance with the Upstream OIMS System 6 with respect to environmental, regulatory, and socioeconomic (ER&S) aspects
  • Interface with SSHEE and Operations teams to ensure environmental, socioeconomic, regulatory, and health requirements / standards are properly integrated into project design and implementation plans.
  • Assist SSHE coordinators in identifying / implementing fit-for-risk best practices and lessons learned from an ER&S perspective, and providing input to the Environmental Business Plan

Job Responsibilities

• Work with SSHE/Operations personnel to ensure the implementation of Waste Management Plans, Spill Response/Soil Remediation Plans, Leak Detection & Repair (LDAR) and Spill Response Control & Countermeasure (SPCC) programs to ensure the License to Operate vision
• Coordinate and implement SPPC  annual inspection and repair obligations in assigned areas of the Mid-Continent Asset 
• Drive continual improvement of ER&S processes (e.g., Regulatory Compliance, Environmental management, Socioeconomic management) through innovative and creative approaches
• Build and maintain a solid understanding of regulatory and environmental compliance
• Assist the Central Business Unit and project SSHE Managers in supporting ER&S activities, implement appropriate environmental practices and lessons learned, and provide Environmental Business Planning support
• Provide coaching and mentoring of less experienced ER&S staff
• Develop and deliver technical presentations
• Provide guidance to SSHE Coordinators and Operations personnel related to overall regulatory compliance and ER&S expectations as required regulatory requirements & obligations.
• Provide support to projects for cost and schedule estimates related to the regulatory approvals / compliance process and the development / implementation of the project's ER&S deliverables
• Support implementation of an environmental management program which includes performance monitoring procedures for environmental, socioeconomic, regulatory, and/or health matters with site construction managers and/or supervisors

Qualifications & Experience

• An accredited University degree (Bachelors or Higher) in Environmental Science or similar field is preferred
• Candidates should have a minimum of five years of experience in environmental and/or regulatory fields
• Minimum certification as Wetland Professional In Training ( WPIT) is desirable
• Certification in Stormwater Design, Inspection & Maintenance or similar is preferred
• Knowledge of Oklahoma, Arkansas and Texas environmental regulations are desirable
• Excellent interpersonal and communication skills
• Strong analytical skills and proficiency in Microsoft Word, Excel & Power Point
• High level organizational skills and proven ability to work in a positive team manner
• Readily available after normal work hours for emergency response scenarios
